Vermont Gov. Phil Scott has appointed Washington, D.C., health care administrator DaShawn Groves to head the Vermont Health Care Access Authority, the agency that runs Vermont's Medicaid program and health insurance marketplace.
“Dashawn brings a great deal of expertise and experience to this role,” Scott said in a press release announcing his appointment Thursday. “I am confident that his outside perspective and strong leadership abilities will be of great benefit to the department.”
Groves spent a total of about nine years working for the D.C. Health Care Financing Agency, which oversees the district's Medicaid system. He has also lectured at George Washington University and worked for health care startup CityBlock Health and the National Association of Community Health Centers, according to his LinkedIn page.
“Together, we will continue to advance the mission of Vermont's Medicaid program to ensure all Vermonters have access to the high-quality, cost-effective health care they need to live,” Groves said in a press release.
The ministry has been without a permanent secretary since December 2023, when then-secretary Andrea Delabruère was appointed deputy secretary-general of the Digital Services Agency.
Adaline Strumolo, former deputy commissioner of the Vermont Department of Health Access, has led the agency as acting commissioner since then. Groves is set to take the helm of the agency on Sept. 3.
