The operator realized the woman was in trouble and began locating the phone that was calling. This was completed without incident and officers rushed to the scene.
When they got there, they found a man lying on top of a woman screaming for help.
Officers stopped the rape at the last minute. They detained a man, 27-year-old immigrant Luis Hernandez Moncayo.
He was charged with attempted sexual assault, assault and false imprisonment. He filed an asylum request the day before the attack, according to the U.S. Border Patrol.
