President Vladimir Putin is trying to shape new US President Donald Trump's foreign policy, according to ISW experts. According to the institute, Russian leaders believe that “President Donald Trump's campaign has expressed a desire to restore relations with Russia.” However, analysts emphasize that the Kremlin wants to resume cooperation between the two countries completely on its own terms and, among other things, expects: Lifting sanctions.

In its latest report, ISW focused on President Vladimir Putin's statements, including his November 7 speech. According to the report, Putin indicated that President Donald Trump's team has expressed a “desire to restore relations with Russia toward an end to the Ukraine crisis.”
Expert: Russia-US cooperation, but on Russian terms
The Russian leader said that Russia is open to the possibility of restoring friendly relations with the United States. He blamed the United States for the losses, saying that it was the United States that decided to impose sanctions and various restrictions on its country and support Kiev.

“Putin's statement suggests that Russia will only accept a reset in U.S.-Russian relations if the U.S. lifts sanctions and restrictions on Russia and stops supporting Ukraine. “It is based on conditions that benefit Russia at the expense of its own interests,” ISW said.
'It's a blatant anachronism.' Vladimir Putin attacks NATO
ISW also noted that President Putin has repeatedly made statements about NATO, calling the alliance a “terrible anachronism.” The Russian president sought to present BRICS (a term referring to the countries of Brazil, Russia, India, China and South Africa) as a “non-bloc alternative to NATO”.

According to ISW, Russia is striving to become a hegemon, even as the institute noted that the Kremlin is seeking to create new anti-Western states that also include Iran, North Korea, and China. He falsely suggested that it was not.
