Russia and Iran have signed a strategic partnership agreement that includes increased military cooperation and could also help President Vladimir Putin’s war effort against Ukraine. As American analysts have noted, the deal is also aimed at helping Russia evade Western sanctions. However, the document lacks provisions regarding mutual defense.
Russian and Iranian leaders Vladimir Putin and Massoud Pezeshkian signed an agreement on a comprehensive strategic partnership on Friday. This gives Russia many advantages in the war against Ukraine. According to a report by the American Institute for the Study of War (ISW), the agreement includes: problem:
Strengthen defense cooperation, information exchange, nuclear energy utilization, cooperation, transportation support, and development of the International North-South Transport Corridor (INSTC).
Furthermore, both countries agreed not to allow “third parties” to use their territory to threaten the security of the other country. Another provision is for Iran to supply Russia with Shahid drones and other types of military equipment that can be used to continue a full-scale invasion of Ukraine.

Tehran could also help Moscow increase its domestic production of drones, reducing its dependence on imports. A bilateral agreement could also lead to the establishment of a Russian aircraft refueling center and the Kremlin’s naval presence in Iran, strengthening the Putin regime’s influence.

The ISW analysis notes that, “Despite Iran’s geographical location compared to Syria, which is closer to Libya and Russian bases in the Mediterranean, Russia is using Iranian territory to support some of its operations in North Africa and the Middle East. There is a possibility that it could be used.”
Experts added that the Kremlin could also use the deal to establish a more permanent military presence in Iran in the long term. However, given the possibility of further Western sanctions, the Iranian government may not want to take such steps.
Russia wants to avoid sanctions. However, the contract leaves out an important point.
Analysts say the deal is also aimed at helping Russia avoid retaliation from the Ukraine war and reduce related economic hardship. However, the institute stresses that the agreement does not contain provisions regarding mutual defense.

This may indicate a lack of Russian military capabilities to carry out significant operations outside Ukraine. At the same time, Russia would probably prefer to acquire troops through mutual defense treaties with countries like North Korea.
