Iranian women are prohibited from exposing not only their hair but also their neck, forearms, and ankles. Additionally, the regime plans to punish women more severely if they violate the strict dress code. Tightening “cleanliness” regulations violates President Massoud Pezeshkian's pre-election pledge not to do the same.
In Iran, women are forced to pay a fine of 155 euros for violating a strict dress code for the first time, and the fine increases several times for a second violation. Criticizing or protesting this decision will also result in penalties, in which case Iranian women will be forced to pay an additional fine of up to 155 euros.
Iran strengthens laws against women
Iranian women are required to wear a headscarf from the age of nine, and must cover not only their hair but also their neck, forearms and ankles. If a minor girl violates the law, her parents, who are carrying out “educational activities” with her according to Iranian law, will be held responsible.

Taxi drivers are required to report women for dress violations, and property managers are required to release video recordings of women without headgear. Failure to comply with this provision will result in a fine of up to EUR 339.
Furthermore, Iran continues to use cruel punishments that are not provided for by law. Iranian activist Masih Alinejad reported on a woman who received 74 lashes for leaving her home without wearing a hijab.
Situation of women in Iran
In Iran, a law was introduced in 1979 requiring women to wear a hijab. Failure to follow this rule may result in fines and even arrest and other penalties.
Protests intensified in the country following events in 2022 related to the death of 22-year-old Mahsa Amini, who was arrested on suspicion of wearing the wrong headscarf. President Masoud Pezeskian did nothing on the issue, despite announcing during the election campaign loosening laws for Iranian women.
