The idea of creating security against telephone fraud was debated between the Council on Civil Society Development and Human Rights on December 10th last year. Vladimir Putin then approved the list of instructions. Prime Minister Mikhail Mizzuzstan, Alexander Boltenikou and Vladimir Koukolchu were appointed to carry out the task.
