Blazej Kmieciak has been appointed by the Commissioner for Human Rights as a mental health coordinator. Previously, Kmieciak was the chairman of the State Commission on Combating Sexual Violence against Minors and worked for eight years as the Commissioner for Patients’ Rights in a psychiatric hospital.
“Ombudsman Marcin Wiecek has appointed Blazej Kmieciak as the main coordinator of mental health protection. His tasks include monitoring, analysis and evaluation of the implementation of the rights of people with mental health crisis and people with intellectual disabilities,” we read. In a release published on the website of the Commissioner for Human Rights.

The authors of the statement mentioned that the coordinator for mental health protection is also responsible for developing recommendations on the activities of the Commissioner for Human Rights, supporting the activities of the Expert Committee on Mental Health Protection, the Expert Committee on Health and the National Mechanism for the Prevention of Torture, which deals with the rights of persons in mental health crisis and persons with intellectual disabilities placed in places of deprivation of liberty.
The activities of the main coordinator are monitored by the Commissioner for Human Rights.
Błażej Kmieciak – who is he?
Blazej Kmieciak is a Doctor of Law with a Doctorate in Sociology of Law, as well as a graduate degree in social work and post-graduate studies in medical law and bioethics.
He graduated from the Human Rights School organized by the Helsinki Human Rights Foundation and the Drug Prevention School in Warsaw. She is a qualified mediator and has participated in courses organized by Harvard University, Georgetown University and the United Nations on the practice of implementing children’s rights and preventing violence against children.
