Just days before the end of his term, Joe Biden has decided to restrict access to advanced AI chips in more than 120 countries, including 17 countries in the European Union. The new regulations were announced on January 13th.
The purpose of the restrictions is to limit the reach of new U.S. technologies to the “chaotic quartet” of countries such as China, Russia, Iran, and North Korea. All of the above are subject to a total export blockade of products from Nvidia Corp, AMD, Microsoft, and many other companies.

The US government’s decision leaves only 18 countries that are America’s closest allies exempt from the restrictions. They include, among others: Australia, Belgium, France, Germany, Italy, Japan, South Korea, Sweden, Taiwan, and the United Kingdom.
Countries not on the new list will have limits on their ability to obtain new technology from the United States. This regulation will come into force within one year, but this does not mean it will not be amended. The Washington government plans to collect feedback from U.S. industry and international partners within 120 days, which could result in any changes being introduced.

It should also be noted that companies from countries on the list of restrictions can circumvent the restrictions by proving compliance with security standards and other guidelines imposed by the United States.
European Commission concerned about Joe Biden’s decision
The US government’s new findings about AI chips have alarmed the European Commission. European Commission Vice-President Henna Virkunen and Commissioner Maroš Šefčović issued a joint statement expressing their opposition.
“We believe that the EU’s unrestricted purchase of advanced artificial intelligence systems from the United States is also in the interests of the United States’ economy and security. We will cooperate closely, especially in the area of security. “This poses an economic opportunity for the United States; it is not a security threat.”
