The first requests for noise compensation are on the S8 route. Residents want a refund that should have made their homes quieter. This includes building terraces and replacing windows.
In mid-September last year, the councils of the Masovian Voivodeship Assembly decided that the residents of three apartments on Claudina and Gwiazdzista streets could apply for compensation. When the S8 route was being built, it was decided that the residents of the nearby apartment buildings would be effectively protected from noise by means of glass tunnels. Years later, it became clear that this event was not enough. We asked the National Directorate of Roads and Highways whether residents are taking advantage of the opportunity to apply for compensation.
First requests for compensation
Malgorzata Tarnowska, spokeswoman for the Warsaw branch of the Directorate of National Roads and Highways, reported that road engineers have received four requests from residents so far.
– One of the applicants wants to pay for the installation of windows with a high degree of acoustic insulation, and the other one wants to compensate for excessive noise from the S8 highway. The next speaker refers to the implementation of additional acoustic protection on the S8 route and the replacement of windows in the building on Gwiazdzista Street, as well as the construction of a balcony and the replacement of external curtains.
He noted that the compensation includes “reimbursement of costs for works to restore the correct acoustic climate in living rooms.” – In case of exceeding the current noise level in the room, documented by an institution with the relevant accreditation – Malgorzata Tarnowska reminded.
Road officials also informed the petitioners that the basis of compensation payment is “attachment of documents confirming the need to perform works to ensure proper acoustic space in the rooms along with the presentation of expenses.”

“Significantly raising sound standards”
The Environmental Protection Committee gave a positive conclusion to the draft decision of the Regional Council on the creation of a restricted zone for the use of the S8 expressway in the area of Claudina and Gviazhdzista streets. Previously, post-implementation analysis was carried out here (documents prepared after the completion of an investment that may have a significant impact on the environment).
The results? According to experts, the technical solutions introduced on the S8 section from the Povezkowska intersection to the Marki crossing are not able to effectively protect the residents of three residential blocks from noise. According to the data of the Marshal's Office, the significant excess of the standards concerns three addresses: Claudina 4 and 6 and Gwiazdzista 15A.
It was decided to create a “restricted use zone” here. It is not possible to build hospitals, social welfare houses and buildings related to permanent or temporary residence of children and youth in such places. In turn, residents can apply for compensation.
Its procedure is as follows: residents of objects located in the zone of limited use can apply individually to the General Directorate of Highways and Highways. They have two years from the date of the decision of the local council on this issue.
