Resignation of the deputy minister
Earlier, the Ministry of Development and Technology announced the resignation of Deputy Minister Jacek Tomczak.

Virtualna Polska reported on Wednesday that Deputy Minister of Development Jacek Tomczak “has been cooperating with developers through his notary office for years.” The portal also noted that the solution recommended by Deputy Minister Tomczak, which is included in the initial loan program (zero interest loan) “will lead to an increase in house prices, and developers will benefit more from it.”
In a statement provided to PAP, the Ministry of Development said that the head of the Ministry of Infrastructure and Technology, Krzysztof Paszyk, immediately summoned Jacek Tomczak to explain and respond to media reports.
In an interview with PAP, Tomczak emphasized that a year ago he stopped his notarial activity precisely, as he said, “to avoid such situations.”
– I haven't done it for a year, but, as you can see, in Poland, if someone has ever done business, unfortunately, for some hateful circles, he is suspicious by nature, – said Tomczak. He emphasized that he did not want to operate “in an atmosphere of slander”, so he decided that the best way to solve this issue was to resign from the post of Deputy Minister of Development and Technology.
The minister has already said goodbye to the zero-interest loan
This is the second time that Minister Katarzyn Pelczynska-Nalec says goodbye to the zero-interest loan program. He did this for the first time, also in a post on the X website, about two months ago, after the adoption of the first version of the budget project for 2025.
“We got it! The Polish budget adopted by the government allocates PLN 4.3 billion for housing. This is more than 50% more than this year! Good news: the budget includes PLN 0 for 0% loans done.” – he wrote on August 28.
The minister's entry caused a lot of confusion at the time, and Prime Minister Donald Tusk commented on it.
– I saw Minister Pelczynska-Nalech's posts on social networks about the zero-interest loan and funds in the budget of this project. Donald Tusk said at the press conference that the statement of the minister is not accurate and the facts are different.
He added that he expected “the minister to explain why he interpreted our decision in which the minister was involved in a very vague way.” – When it comes to the work on the so-called zero-debt, because the name is a little simpler, they are the most advanced and are already being processed within the government. So, in that sense, he is quite the opposite.
A zero percent loan divides the union
The coalition has different views on what support for housing programs should be. In the draft budget for 2025, 4.28 billion PLON is provided for housing construction, of which 1.6 billion is in reserve. – Depending on which decisions will be processed, the funds will be directed appropriately, – Deputy Minister of Finance Hanna Maischik said recently.
“Because of the flood, we have postponed the discussion of the final form of the housing program for a few weeks,” Minister of Development and Technology Krzysztof Paszyk said at the end of September in the “Rozmova Piaszkiego” program on TVN24. However, he stated that a solution developed by his ministry “is still on the table”. – So far, there has not been any case where funds will not be allocated for the implementation of this program next year, – he assured.
