Health system recovery from a disruptive event represents a golden opportunity to apply lessons learned from current and past shock experiences to build back better and achieve significant improvements. Therefore, health system recovery processes, including planning, can not only facilitate recovery to pre-shock conditions, but also address existing and ongoing gaps, weaknesses and inequities by promoting continuous and systematic improvement to improve performance and resilience.
This WHO technical paper aims to support countries in prioritizing and mainstreaming health system recovery through effective planning as part of efforts to build health system resilience in support of universal health coverage, health security and socio-economic development. Although the document is designed to apply to recovery contexts, it can also be adapted to other health system strengthening and reform processes that are initiated in recognition of gaps in health system capabilities, not necessarily in shock event contexts.
The target audience is national and local health authorities, WHO and other UN agencies, technical partners and donors with a role in supporting health systems in all settings.
