Terrorism and violent extremism continue to harm and kill thousands of innocent people every year. Terrorist attacks, and the violent, hateful ideologies that fuel them, are antithetical to the fundamental values of our societies and an affront to democracy, human rights and the rule of law.
On the International Day of Remembrance for the Victims of Terrorism, the Council of Europe pays tribute to the victims, survivors and families who have been injured, traumatised or lost their lives as a result of heinous terrorist acts around the world.
We also pay tribute to those who work to support victims of terrorism, from first responders to law enforcement, to the dedicated agencies, professionals and associations that provide long-term support and care.
The Council of Europe Network of Single Points of Contact for the Exchange of Procedural Information on the Legal Status of Victims of Terrorism enables countries to exchange procedural information on the legal status of their nationals who have become victims of terrorist attacks. Guidelines for public and private authorities on preparations and emergency response immediately after a terrorist attack provide practical advice on core aspects of national emergency response.
