President Putin described the photo as a “serious problem” and stressed that Russia was not responsible for escalating the conflict. He again accused Western countries of supporting Kiev.
And he recalled that his government ratified a “strategic partnership” agreement with North Korea this summer. The document provides for “mutual assistance in case of aggression” to one of the parties to the agreement.
