On Thursday, the Seimas sent two government bills to the Finance and Health Committees for work, which envisage the reduction of the premium for health insurance paid by businesses and the elimination of the premium for the sale of fixed assets. The House rejected the PiS parliamentary bill on contributions in the first reading.
The Sejm voted on proposals to reject three bills in the first reading: two government bills and one PiS bill. KO Club wanted to reject the PiS project. The parliamentary group “Razem” demanded that all three projects be rejected.
Several projects
The first draft of the government will eliminate the health insurance premium for the sale of fixed assets from 2025 and reduce the minimum contribution base paid by businesses (self-management changes of the Ministry of Finance).

The government's second bill is more extensive and would reduce health insurance premiums for some businesses starting in 2026.

In turn, the PiS project changes the rules for determining the contribution amount for entrepreneurs and restores the possibility of deducting it from income tax.

“Smart deal”
Finance Minister Andrzej Domanski on Thursday, while presenting government projects on reducing health insurance fees for entrepreneurs to the Seimas, said that this is a “reasonable compromise” between the expectations of entrepreneurs, budget possibilities and keeping proportional contributions for different forms of profit-making activities. .
Domanski estimated that 94 percent would benefit from the change. entrepreneurs and a low one-time health contribution of 75 percent is paid. entrepreneurs. He noted that the progress is reserved for the highest income. – Because it is not true that the rich will benefit more from the proposed changes, – he pointed out.
He emphasized that the proposed changes will not affect the level of funding available to the National Health Fund, as the loss of health insurance money will be compensated by the state budget.
Referring to the projects of the Ministry of Finance, the Minister of Health, Izabela Leshchina, noted in an interview with PAP that it is difficult to expect her to support projects that reduce the funding of the health sector. He added that he was told by the Minister of Finance Andrzej Domanski that every million that the income of the National Health Fund is reduced will be compensated by the subjective subsidy of the state budget to the National Health Fund.
Four billion zlotys for compensation
In the 2025 budget, PLN 4 billion has been allocated to compensate for the decrease in revenues to the National Health Fund following the reduction of health insurance premiums.
The first government project developed by the Ministry of Health provides that income from the sale of fixed assets (for example, real estate) will not be included in the calculation of health insurance contributions. Provisions resulting from changes to the Law on publicly funded medical services will be implemented from January 1, 2025.
The self-regulation of this project, developed by the Ministry of Finance, envisages a reduction of the minimum health insurance contributions for entrepreneurs from 2025 to 75%. minimum wage. About 934,000 people will benefit from the changes, according to the government. entrepreneurs: people with lower income or loss save up to 105 PLN per month. The government has confirmed that it has reserves in the 2025 budget to compensate for the decline in the National Health Fund's income following the reduction in health insurance premiums. It was noted that the cost of this solution to the state budget is about PLN 945 million.
Another government project, developed by the Ministry of Finance, concerns the introduction of changes to the rules for calculating health insurance contributions of entrepreneurs from 2026. In the draft amendment to the Law of the Republic of Tajikistan “On medical services financed by state funds” and some other regulatory legal acts, the basis of two elements is proposed. for the calculation of health insurance contributions for persons who pay tax according to the tax schedule, one-time tax or one-time tax on registered income. According to the government, about 2,450,000 entrepreneurs will benefit from the reforms. The regulatory impact assessment estimated that in 2026 the income to the National Health Fund from health insurance contributions will decrease by PLN 5,854 million. In the perspective of 2034, this will be 59 billion 471 million PLN less than the health system is financed.
According to this project, the equal part of the contribution rate is 9 percent. from 75 percent of the minimum wage. The second part is calculated from the excess income of more than 1.5 times the average monthly salary of entrepreneurs who calculate the tax table or the single tax (rate of 4.9 percent). In case of calculation of a lump sum by entrepreneurs, the second part of the contribution is calculated from more than 3 times of the average monthly salary (rate of 3.5%). The project also envisages a reduction of the contribution to 9%. for entrepreneurs paying tax in the form of a tax card for 75% of the minimum monthly wage (currently 9% of the minimum monthly wage). The government's bill will abolish the possibility of calculating paid health insurance contributions in income tax.
