Streets in Madagascar's capital Antananarivo were submerged by heavy rain and waves of hail. The rain that caused the flooding was caused by the state-run water and electricity company JIRAMA. This was an attempt to cope with the high temperatures that had been going on for several months.
According to local media, it rained on Friday and did not stop for several hours. A large amount of water fell from the sky and quickly flooded roads and houses.
Residents were shocked to read the statement from the government agency responsible for water management in the country. “We used advanced technology to create artificial clouds and artificial rain. This is what we managed to achieve today, and we will achieve it tomorrow,” they wrote.

As explained, one of the reasons for this decision was to raise the water level in the Andecareca power plant's reservoir, allowing it to generate more electricity. The drought affecting Madagascar's capital has caused power outages.

JIRAM engineers have conducted several experiments in “seeding” rain clouds with the aim of significantly improving the country's difficult weather conditions. To achieve the intended purpose, it is enough to introduce substances such as silver iodide, potassium iodide, dry ice into the cloud.
Weather manipulation was by no means innovative, with the first recorded instances of this type of activity occurring during the Vietnam War. The Ho Chi Minh Trail delivered supplies and weapons to the Viet Cong troops.
