ISW on Putin’s interview: Putin is trying to hide his negative attitude towards the ministry in negotiations
President Vladimir Putin has sent a clear signal to society, including Russia’s elite, that the war in Ukraine will not end soon. At least that’s what ISW analysts who watched his last conversations with Kremlin journalists think. The Russian leader referred to a two-year-old decree that, according to him, prevents “serious” peace talks with Kiev.
In an interview with Kremlin journalist Pavel Zarubin, the Russian president said he was “ready to negotiate regarding Ukraine.” The politician said negotiations were unlikely to take place quickly because Ukraine’s legislation “poses serious obstacles to peace talks.”
The eastern leader was referring to the decree signed by the President of Ukraine in September 2022. The decree clearly stated that “negotiations are impossible” with President Vladimir Putin. The adoption of this system was a direct response to Russia’s illegal annexation of eastern and southern regions of Ukraine. Additionally, the document was adopted after months of negotiations in which Russia demanded Ukraine’s complete surrender.

Putin said in a new interview that the decree prevents talks on “important matters” and confirms that Ukraine does not want peace talks. He also declared that the peace agreement between Russia and Ukraine will be “illegal” until Kiev repeals the 2022 decree.
