On Wednesday, the Seimas adopted a document on freezing the price of electricity for households until the end of September 2025. Local governments and utilities will also freeze electricity prices until the end of March next year.
412 deputies voted in favor of the adoption of this document, three were against and 14 abstained. The bill will now go to the Senate for consideration.
– Energy prices will not change after January 1, 2025. Households will receive bills based on the same bills as they currently receive, Minister Paulina Hennig-Kloska said before the vote.
Frozen price of electricity
First of all, the act maintains the final price of electricity at PLN 500 per MWh until the end of September 2025, but only for households.
During the work of the parliament, changes were made to the project that local government units and sensitive entities can benefit from the maximum price of PLN 693 per net MW, but only until the end of March 2025. In addition, PLN 150 million, which The government agreed for this.
The law also provides that electricity sellers from the electricity authority will submit an application to the President of the Energy Regulatory Office by April 30, 2025 to change their tariffs, which will be effective until the end of 2025. If the commercial company is obliged not to submit such an application, the payment of compensation for the sale of energy at a lower tariff price will be suspended.
Exemption from capacity charges
The new regulation also provides for the extension of the exemption from the capacity charge for those customers who consume for their needs from the points of consumption of electricity of maximum 1 kV until the middle of 2025. These recipients are mostly households.
When the capacity payment was suspended in mid-2024, it ranged from PLN 2.66 to PLN 14.9 per month, depending on the energy consumption per household. The capacity fee goes to the transmission operator PSE. The act provides that PSE will receive reimbursement from the COVID-19 fund.
The cost of protective solutions for households until September 30, 2025 is estimated by the government at PLN 3.7 billion, including an additional PLN 150 million for local governments and utilities, and an additional PLN 398 million in 2026 for further compensation calculations. In total, it amounts to PLN 3.98 billion. The cost of suspending capacity payments until mid-2025 was estimated at 1.476 billion PLN. In total, the entire intervention cost a little more than PLN 5.6 billion.
