Starting Wednesday, three police garrisons – Lesser Poland, Świętokrzyskie and Podkarpackie – will have new commanders. The personal reshuffle at the top of the police hierarchy comes after outgoing commanders were in office for less than a year.
Last Tuesday, we reported that a decision was made to dismiss the commander of the Little Poland garrison, inspector Piotr Morajko, the Podkarpackie garrison – inspector Jaroslav Tokarczyk, and the Swichtokzhiskie garrison – inspector Grzegorz Napiorkowski. At that time, it was not known who would replace the dismissed commanders. From Wednesday, the garrisons will receive new commandants.

“Here you have to be a little diplomatic and know a little about politics”
The most important voivodeship commander among the three affected by the change is Malopolska – its “01” was always considered the successor of the current commander. Inspector (Colonel) Artur Bednarek will take the position of the current deputy of the Silesian Police in Krakow.
Bednarek joined the police in 1991 after graduating from the University of Lodz with a law degree. His work is almost exemplary: he has worked for several years at all levels, starting with a small police department.
– Krakow is a specific city. Here you need to be not only a commander, but also a bit of a diplomat and have some knowledge of politics – an experienced police officer told tvn24.pl.
Police Inspector Artur Bednarek
But why did the chief of the police, Piotr Morajka, fire the chief inspector, who was appointed only in March? – We heard these words in the Ministry of Internal and Administrative Affairs.
Pegasus with
The reason for the change in the position of the regional police commander in Kielce is elsewhere. According to tvn24.pl sources, the new chief will be inspector Zbigniew Nowak, who is currently the deputy of the Świętokrzyskie garrison.
According to tvn24.pl, inspector Grzegorz Napiorkowski, who is leaving after eleven months, will soon be called to a meeting of the investigative commission on the behind-the-scenes investigation of the Pegasus cyberweapon. The final decision on this issue should be made on Wednesday in a closed working session of the committee.
The call comes from the fact that during the rule of the United Right Party, Napiorkowski was the head of the criminal department of the police department. In this role, he worked with the Central Bureau of Anti-Corruption when the police used a surveillance system.

The fact that the police use Pegasus was first confirmed by police chief Marek Boron in an interview with tvn24.pl.

Then we discovered that all entities using this system pay the Central Bureau of Anti-Corruption for each “shot”. The exception was the police.

– At first, the police did not want to use Pegasus. The legal department wrote a damning opinion about this Israeli system. Police advisers believe that the use of the system violated the current law – one of the deputies working in this commission tells tvn24.pl.
Eventually, however, police officers used Pegasus in their investigations against drug gangs and organized crime. However, there are still no confirmed reports of abuses, such as that of the CBA, which used the Israeli system to monitor, among other things, opposition politicians at the time.
Correction in Podkarpacie
The last garrison where the current commandant will change after 11 months is the garrison of Podkarpackie Voivodeship. The retiring inspector Jarosław Tokarczyk will be replaced by the current deputy commander of Lodz Voivodeship, inspector Andrzej Spravalek.
According to the sources of tvn24.pl, the reason for this change was a bad opinion about the work of the outgoing commander. – The changes he made destroyed what was working well and did not fix anything, – says one of tvn24.pl's interlocutors from the police station.
Police inspector Andrzej Sukalek
The changes are also related to the power game that lasted for about three months at the beginning of the year over the office of the Chief of Police. The first candidate for this position was the chief of police of Krakow, Mariusz Dabek. He actually lost his life at the end of his life when the media reported that he received disability benefits from the police when he retired in 2015. However, he managed to appoint several of his relatives, including Inspector Yaroslav Tokarchik, to high positions.
– Podkarpackie is a difficult province. On the one hand, there is no vacancy in the police, but there is a border crossing where the war in Ukraine is going on and thousands of tons of weapons are being transported. In addition, the influence of the clergy is much greater than in Krakow. Suffice it to say that we are referring to the local regional headquarters of the deanery, says one of the police officers.
