A year of solving PiS scandals. The first charge would be “only the tip of the iceberg.”

Criminal charges and arrests, suspension of subsidies, investigations, inspections by the National Tax Office and the Central Anti-Corruption Bureau, and the former deputy minister with a warrant of arrest, search and hiding in Hungary, where he has already been granted asylum. The Justice Fund case is not only the scandal of the coalition right-wing government, but perhaps the most fraught with consequences. What is the balance of its settlements?
The origins of the Justice Fund scandal are small and at the same time surprising in terms of the extent of political cynicism. In 2015, Solidarna Polska, Zbigniew Ziobro’s party, although part of the ruling United Right Movement, did not receive any state subsidies under a coalition agreement with PiS. And these, for example, are necessary to build political capital before the next election. And here the Justice Fund fell from the sky for Ziob party activists.
A little stretching and remodeling was all it took to transform it from a fund to help victims of crime into a party piggy bank for a united Poland.
What is the current balance of the resolution of this conflict in detail? Our data shows that:
Currently, the investigation and management of the Fund is carried out by: the National Tax Office (from February 2024), the National Prosecutor’s Office (from February 19, 2024) and other prosecutor’s offices, the State Financial Control Directorate (from the end of May 2024). ) and the CBA has so far been presented in the fund’s wide-ranging investigation to 23 people (as of December 20), including former deputy minister Marcin Romanovsky, who oversaw the FS; 2019-2023 and is currently wanted on an arrest warrant and lives in Hungary, where he has been granted political asylum, with payments related to 21 contracts suspended; In those cases where funds have been paid from the fund (before the appointment of a new government), there is an ongoing administrative case for the return of improper subsidies. even a separate office of the Ministry of Communications had a promotion department, which employed 45 people during the time of Minister Ziob, who also participated in the competition procedures now, as the ministry assures, tender proposals are evaluated by external experts, and persons about whom the ministry receives negative information from the prosecutor’s office are “dismissed” from the fund.

Let’s go back to the beginning of the united right government. When Zbigniew Ziobro becomes Minister of Justice, he initially decides to add money to the fund. In 2015, the last year of the PO-PSL coalition government, FS revenue was PLN 83.3 million. The money was mainly received from the damages awarded by the courts (PLN 25 million) and from the prisoners’ wages (PLN 15 million). In the next year, the income of the fund will reach 329 million PLON.
