The sheriff's office is responsible for organizing each county's railroads. They have three options in this matter. You can either appoint your own transport company (such as Koreje Mazowieckie), outsource the rail passenger transport to one of the companies (usually Porrejo), or combine both options, operating part of the line yourself and the rest. should be transferred to another company. another entity.
The aforementioned Polrejo is Poland's largest passenger railway company. Established in 2001 as Przewoły Regional Autonomous Region, one PKP was divided into many organizations. The sheriffs the company works with decide how many trains to run on certain routes on what days and pay the company for running the trains. Each prefecture is a co-owner of Porregio and holds a different number of shares. Half of the shares belong to the Government Industrial Development Agency.
Trains are canceled one after another in Lubuskie. Even at 26:00 during the day
3.6% of the company's railway shares will be allocated to Lubuski County. Local trains are sometimes canceled all at once, and sometimes there is confusion on the tracks just before departure. Additionally, many connections experience delays of tens of minutes or even 100 minutes. Almost a year ago, when I addressed this issue at Interria, I was told by a Porregio representative at the time that “the number of canceled trains is minimal” and that the problem was “due to vehicle defects or accidental I heard that it was the result of an incident.
Zielona Gora authorities announced that the railway situation is “expected to improve as trains undergoing regular inspections and repairs gradually resume operation.” – This will take place by the end of March at the latest, company spokesperson Paweł Kozłowski announced in March. And what happened to these promises? The fact that on Friday 26th the Lubuski Voivodeship's Polregio flights (to Görlitz, Frankfurt (Oder) and Małomice) were completely or partially canceled. The previous day, 24 trains were unable to operate on this route, and 17 on Wednesday.
Passengers don't know if they'll make it to work, hospital, or school on time. Additionally, local trains can (or at least should) take you to hub airports such as Zbosinek or Krzysz. Many people switch there to long-distance PKP intercity connections. It so happens that they have bought tickets, sometimes expensive ones, but they cannot get out of Rubsquier because Porregio has failed again.
Isn't there a train or a driver? “This kind of thing should never happen.”
Although the railway company's management was replaced in mid-year, the conflict with the Marshal's Office of Lubus continues to rage. From Sunday, when the new train timetable comes into effect, Porrejo trains will no longer operate the route between Zielona Góra and Wrocław. Local government officials claim that the current level of service is unsatisfactory, so they want Koleje Dolnoślonskie to be responsible for transporting this distance.

– According to the daily reports we receive from Lubuskie Zakład Polregio, the most common reason for train cancellations is the lack of functional vehicles (…). Information is still coming in that the cause is a lack of drivers. Something like this should never happen on a railway – explains Arkadiusz Mieczynski, Director of Transport Infrastructure at Inter's Marshal Lubusz Directorate.
Asked in January if the repairs were still ongoing, he said, “There was certainly a period where several vehicles were undergoing extensive inspections that lasted several months at the same time.'' – At the time, Porrejo cited this as the main cause of the problem. However, these inspections have already been completed, and train cancellations and delays continue. This proves that the reason lies in the structure of Porrejo's work, he says.
Lubuski authorities: Porrejo has not paid the fine on time. Possibility of contract termination
Arkadiusz Mieczyński emphasized that Lubuskie expects the prefecture to improve the efficiency of these trains because “Porrejo bears all the maintenance costs of the vehicles used for transport.” – Many vehicles take months for routine repairs, but this must eventually change – he says.
The sheriff is not passively watching what happens on local railroads. As we know, contractual fines for trains not running “always existed, but starting sometime in 2022, Porregio ceased to pay fines on time.” – This delay resulted in a cumulative fine of PLN 16.8 million. This amount will continue to grow as long as trains are canceled or excessively delayed due to Porrejo. The case has already been sent to court – inform the director.
Mieczynski warned that termination of Lubrski County's contract with Porrejo was “under serious consideration”. – We have every right to do so, given the scale of fraud in its implementation. This does not require that the entire contract be terminated immediately, but only part of the contract. For example, terminating the service of a particular line that is available to another carrier. We have already done this on the Zelona Gora-Wrocław route – he reminds us.
Porrejo puffs out his chest, but also defends himself. “There are occasional cancellations.”
However, the company bounced back, and since June due to breakdowns only 5 trains connecting Lower Silesia and the capital of Rubskie have been canceled, and the remaining cases are attributed to the “infrastructure manager, namely PKP Polski Linje Kolejowe.'' “It was something,” he calculated.
Both sides of the dispute declare that they want to resolve the lingering issue regarding the Lubuskie railway/Karol Makrat/Reporter
– They were the result of flooding and the discovery of unexploded ordnance. Therefore, there were sporadic cancellations on this route due to Porregio's fault. Furthermore, train delays (due to Porrejo's fault) were not frequent and their number remained lower than the rate required by Lubuski County, explains company spokesperson Jakub Reduchowski.
It acknowledged that the scale of canceled connections in Lubuskie province “remains unacceptable and requires further redress” and that the situation regarding fines imposed in this region does not exist in other provinces. He added that Porrejo's previous management had decided not to pay them. – The current management of the company does not want to continue the bad tradition. He asserts that we are making every effort to fulfill our obligations arising from the contracts we have entered into with the state government, including the settlement of accounts receivable.
Polregio: Lubsky stopped paying for transportation.
Jakub Leduhovski talks about yet another serious problem. Mr. Polregio claims that the Marshal's Office of Rubouche stopped paying for transport services in September. – Nevertheless, the company carries out business trips within the region, pays the employees of the Lubsky factory and also carries out repairs. Our goal is to solve problems. The Company paid a significant portion of the contractual penalties for the first and second quarters of 2024. We have not yet received the third quarter report – he enumerates.
A spokesperson said, “Accounts receivable from the past few years have accumulated.'' – These are partially subject to court disputes and require a settlement agreement to be signed. I understand that Porrejo's management is interested in closing the deal as soon as possible.
The company blames the poor situation in Lubuskie canton on the previous authorities. – Years of neglect cannot be repaired in a few months. We plan to continue taking corrective measures. We strive to bring Porrejo truly into the 21st century – says Jakub Reduchowski.
The company also lists how it has improved the situation in Lubuski County so far. This includes: Regarding the transfer of vehicles from other Polregio region factories “without compromising the quality of service” in other provinces. The list also includes audits, contract reviews and “adjustment of timetables for connections with other carriers”.
