The Spanish government has fined five airlines a total of 179 million euros. The reason is the use of cheating. The one you'll have to pay the most for is Ryanair, the popular and inexpensive Irish airline. This decision can be appealed.
Spain's Ministry of Consumer Affairs announced on Friday that the Spanish government has imposed fines totaling 179 million euros on five low-cost airlines, including Ryanair, for misconduct.

Ryanair, Vueling Airlines, EasyJet Airlines, Norwegian Airlines and Volotea Airlines were penalized. The highest penalty will be paid by Ryanair, with Vueling and easyJet set to pay €39 million and €29 million respectively.
As announced by the Ministry in a statement, the reasons for the penalties include: “Unfair practices” such as charging extra fees for baggage or reserving adjacent seats for minors or dependents.

“In the case of Ryanair, the practice of charging users an unreasonable amount for ticket printing at the terminal was also taken into account,” the ministry said.
Telecom operators have two months to appeal the decision to court.
