Nils Schmidt, foreign affairs spokesman for Chancellor Olaf Scholz's Social Democrats, told our colleagues on Radio 4's Today programme.
He said Mr Scholz and Mr Starmer were “more or less on the same page” when it came to Britain's relationship with the EU.
“The German government is constantly working to bring the UK closer to Europe and to boost cooperation between the UK and the European Union in as many areas as possible, from trade to student mobility and defence.”
“And of course the idea is to lay the groundwork for an EU-UK agreement, but also to strengthen bilateral relations between Germany and the UK.”
“A youth mobility plan was a big feature on our wish list,” Schmidt added.
“This is to facilitate access for young people to the UK for limited stays for purposes such as education programmes, youth exchanges and student exchanges,” he said.
