Russia continues to ramp up production of Shahed drones ahead of winter operations against Ukraine despite sanctions and technological restrictions, ISW said in its latest report.
The Institute for the Study of War cited a CNN publication in which the author cited Ukrainian sources. They show that Russia's Shahed drone production plant in the Yarabga Special Economic Zone of the Republic of Tatarstan produced 5,760 drones from January to September 2024. This is more than double the number of drones produced at the factory in 2023.

There are also reports that Russia is actively developing high-tech decoy drones that could be used to destroy Ukraine's air defense systems. Sources say Russia plans to produce 10,000 units. Such equipment will be in place by the end of 2024, almost twice the number of Shahed attack drones.

Thanks to low production costs, it is possible to increase the production of new drones.
“CNN reported that Russia has also built a railway station near the Yarabga SEZ, enabling a direct rail connection between Russia and the People's Republic of China,” ISW added in its report.
According to Ukrainian intelligence, the station could be used to transport parts needed for drone production between China and Yarabug.

Information about Russia's production increase emerged after the Deep State Project said the Russians were gathering troops to move towards Novolenivka in the Donetsk region. “Infantry columns are moving daily to the airstrip between the village and Pushkin, and the next target is Novolenivka,” analysts said.
