Volodymyr Zelensky has other plans in place. Media reported that the President of Ukraine ordered the authorities to draw up proposals for concepts of domestic action that would help Ukraine survive in war conditions. This initiative is not a replacement for the “winning plans” presented internationally.
As BBC Ukraine reported citing multiple local government sources, this is a document that refers to internal decisions in a number of areas, including: arms industry, national defense, economics, and social policy.

In the president's view, the plan would include steps that Ukraine should take on its own, as opposed to a “victory plan” prepared for Western allies.

“The president has already given the order to develop this plan,” said an anonymous source from Volodymyr Zelensky's team. It is expected to be prepared and offered to Ukrainians by the end of the year.
“The goal is to maintain unity and do everything possible to achieve results in different areas of the country's development,” the interlocutor explained.
Talks underway on Ukraine's “victory plan”
In September, President Volodymyr Zelenskiy handed the United States a “victory plan” containing measures he proposed to Western countries to win the war with Russia. The document was then submitted to European leaders and the country's Supreme Parliament. Negotiations are currently underway with leaders on this topic.

Individual points refer to areas such as defence, deterrence and economic potential. The plan also includes bringing Ukraine into NATO.
The fifth and final element refers to the postwar period. Importantly, Ukraine's experience can be used to the benefit of the entire alliance. Kiev proposes to replace American forces in Europe with Ukrainian forces after the war.
